Third-Party Validation of the Chief Minister’s Sustainable Development Goals (CMSDG) Programme, Punjab

ARC conducted an independent Third-Party Validation (TPV) of the Government of Punjab’s Chief Minister’s Sustainable Development Goals (CMSDG) Programme to assess the effectiveness, relevance, and SDG alignment of development schemes implemented under the initiative.
As part of the assignment, ARC validated a total of 750 development schemes through comprehensive desk-based reviews, examining project documentation, implementation records, and performance indicators. In addition, 50 schemes were selected for on-site verification, where ARC teams conducted field visits to assess physical progress, implementation quality, and compliance with project objectives.
The study provided a detailed assessment of the extent to which CMSDG schemes contributed to the achievement of the United Nations Sustainable Development Goals (SDGs). ARC developed a comprehensive mapping of projects against relevant SDG targets and indicators, highlighting the programme’s contribution to sustainable development across key sectors.
Beyond validation, ARC identified several strengths of the CMSDG initiative, including its role in promoting inclusive development and improving public service delivery. The assignment also involved a critical analysis of challenges affecting the integration of SDG principles within infrastructure and development projects in Pakistan. The report highlighted key gaps in planning, monitoring, data management, and SDG mainstreaming, and provided actionable recommendations to enhance the effectiveness and sustainability of future development interventions.
The findings and recommendations presented by ARC offer valuable insights for policymakers and development practitioners seeking to strengthen the alignment of public sector investments with national and global sustainable development priorities.

Third-Party Validation of the Murree Rainwater Harvesting Systems Project

ARC conducted an independent Third-Party Validation (TPV) of the Rainwater Harvesting Systems Project in Murree to assess the quality, functionality, and effectiveness of the installed systems. The assignment aimed to verify whether the project was implemented in accordance with the approved design specifications and intended objectives.
As part of the validation process, ARC’s technical team carried out extensive field visits to project sites across the region. The team physically inspected the rainwater harvesting infrastructure, evaluated construction quality, and assessed the operational status of the systems to ensure compliance with project standards and requirements.
In addition to infrastructure verification, ARC conducted a comprehensive water quality assessment. Water samples were collected from selected rainwater harvesting systems and subjected to laboratory testing to determine their suitability for human consumption. The analysis included key physicochemical parameters as well as microbial testing to identify any potential contamination and assess compliance with drinking water quality standards.
The validation provided valuable insights into the performance and sustainability of the rainwater harvesting systems, highlighting both strengths and areas for improvement. ARC’s findings and recommendations contributed to enhancing water resource management practices and ensuring the provision of safe and reliable drinking water for local communities.
